I'd think so, I have this issue, my epileptologist referred to it as "emotional dysregulation". I have a cavernous angioma on my right temporal lobe. This is one result I found with a brief search---

"The temporal lobe is a part of the brain that plays a role in managing emotions, processing information from senses, storing and retrieving memories, and understanding language 1. The amygdala is a structure located within the temporal lobe that plays a role in how you experience and process certain emotions 1. The right temporal lobe is particularly involved in processing emotions and understanding the emotional content in sounds, such as the emotional tone in a person’s voice 2. It is also involved in recognizing and interpreting faces."
