I Feel like this depends on each person and should probably be investigated with a persons doctor first-and-foremost. I have seizures when sick and during sleep and would be unable to place myself into a hot-tub during those periods anyway, so going into a hot-tub is not a risk for me. A person that has erratic, unpredictable seizures that cause them to lose motor control and/or consciousness should definitely avoid placing themself in any body or container of water.

Please ask a doctor first before considering swimming.

I would not recommend it without a friend.
